PK is Hired by Callaghan and/or jacknife, why they are under CPF's orders if NCO's leader (jacknife) is the man in command?
or something...

Jacknife is dead, but the PK is just another police force. They are under government control, which means under the CPF. It is a bit unclear though, thanks for bringing that up.

i still think PK should work under NCO's orders (without knowing  ) which means, that only 1 NCO (maybe the leader) should command PK like 1 leader for 2 Teams, one made of runners and the other made of SWAT and Icarus Agents and 1 team doesn't know of each other (i know it's impossible in a forum but... would be cool) Even Cel could command PK |

Cel commands the family.
CPF is teamed up with NCO, so basically, PK is controlled by both.

its a good point... when I made the locked areas I kinda just put CPF and PK under one room, as I thought they work so much together that they needed it... thats my view in this case
